I love to chase the cats, too, and I would certainly eat all their food if I could get to it. Mom feeds the cats on the counter where Sydney and I can't get to. If your mom doesn't want a cat on the counter she could pick some other high spot that you can't reach and feed her up there. As to chasing, mom puts me on a leash and says NO KITTY every time I try to go after one. This involves some effort on your mom's part. She often keeps treats in her pocket, and if I look like I am thinking about chasing one, she will call my name and put me on a sit stay. If I look at her instead of chasing the kitty I get a yummy treat. Again it takes a lot of vigilance on the part of your human. Just yelling at you isn't going to cut it. Putting you outside or in your crate is also a good option if you refuse to stop.
