Is this dog friendly? If so, I would take the dog to a vet or shelter to see if it has a microchip first. If not, I would try to find the owner via signs/newspaper ad. If there were none, I'd try to find a good home for said dog (if you have the capabilities of housing said dog for a few days). If no housing capacity you could turn dog in to the shelter...or people are so friendly on here, there may be somebody willing to help find the dog a home or even home a dog?

as far as meeting strays when you are on walks? well, not a whole lot you can do, other than maybe have your mom carry a stick or something to keep any dogs back. or maybe pepper spray. (unless the dog is aggressing you or your dog, i do not advise using either, as the owner might see if they are close by, and then you could have some trouble on your hands) as far as slipping your collar, my mom sees this a LOT in her grooming business. so many times, folks think they have the collar on tight enough, or they don't think there is any way their dog can pull out of it, but they do! the best kind of collar for those type of dogs is a "gentle choke". it's not a choke chain, but it is nylon, and it will slip around the neck snugly, and they cannot slip out.they sell these at petsmart and petco, and they come in a variety of colors. hope this answers your question, as i wasn't sure exactly which thing you were asking about. if this does happen again, you can always go home and call animal control on the loose dog. have a great day!
