license ordinance in Greenwood ??

Dose any one know if there is a city's kennel license ordinance in greenwood Indiana? I know some ppl that my hubby worked with that have something like 7 little dog's and 2 big dog's that they breed. The ppl have full time jobs and the dogs stay locked up in cage's all day. the man works on call 24/7 and the woman has to be at work from 8-5 m-f and 8-12 on Sat. I know the put up a 6ft. tall FENCE so no one could see how many dog's they do have. This is not the hole back yard .It's just a back pen. For when they let them out. She breeds and sale's them on line all the time. I know at one time they had 4 or 5 dogs with puppys.I know she dosen't have a Kennel License.
But dose any one know what the Law's are about how many dog's you can have and if you have to be licensed? if you have that many dog's. And how can they be happy? the dog's that is!
