I'm not one to point fingers but someone in my house has a "Come NOW" problem too. Mom trained her to come to a whistle (it's a LOUD emergency whistle). Even when Mom can't see her, she can whistle and the recall always works.
Clicker train to the whistle -- whistle, treat, whistle, treat. Gradually move futher away with same whistle, treat. And when you treat, OVER DO IT so that it is a LOVE fest!
One they get the idea that whistle is treat machine, do it randomly when they are outside (when it's not an emergency or a "NOW") to reinforce.
Roo comes 100% of the time when that whistle is blown, no matter what she is doing.
That's my problem too. This guy leaves his dog out all morning, so my girls have trouble even using the bathroom because they get distracted. I wouldn't mind just not letting my girls out when the dog is out, but they have to go sometime! I'm really not having a good morning. I'll get a whistle and try this. That sounds like a great idea! I think I've overused Come, so they only do it when they feel like it.

My parent's backyard is separated on the one side by a ditch from the neighbors yard. This neighbor has 2 yappers. And they go nuts(they have an invisible fence) whenever I bring Riese over to play in the backyard. Luckily Riese could care less about them.. but there barking is NON STOP. And one day I couldn't take it.. LOL... I just screamed "SHUT UP!". Well clearly I didn't see the neighbor sitting on her porch through the trees but she came scurrying out the round up her dogs. I was *almost* embarrassed. But too relieved to be. Akward telling my parents I yelled for the neighbors dogs to shut up and the neighbor actually heard me. But we don't know them anyways :P
Barking is self-rewarding, so you'd probably have better luck working on recall than not barking, since you can reward for that. Using high-value treats should speed it up, too. Or redirect, have them do something totally unrelated to come but that will distract them from the naughty neighbor dogs, like a spot in the yard to go to or a certain toy to retrieve, that you give a high value reward for.
I think the most unfortunate thing about inconsiderate dog owners is they make the rest of us look bad!
My next door neighbor has a Min-Pin that barks at me or my dogs, and she won't stop until we're indoors. It's that annoying shrill yapping noise, & the owner never tries to correct her. I've tried to go to the fence and talk to her, but that gets her even more worked up. My dogs tend to ignore her these days, but I wish that owner would at least try to teach his dog good manners.
I lost it this morning. I have a voice I call the "mean voice" and I used it to get a hold of my girls. I start wrangling them and pulling them to the house and this dog is still barking and acting stupid. I looked over and yelled, "Shut UP!!" Ok, so that is not nice, but I have a limit too. Why can't this guy take his dog in sometimes?? Why is it always me wrangling my girls?? It pi$$es me off!!!
I can do you one better. We have lived in our house for two years. The next door neighbors have two dogs... a pom and a white scottie dog. These dogs are INCESSANT barkers at anything that comes into their line of sight (including us). And their owner leaves them out for hours on end.
Nigel, good boy that he is, doesn't bark at them, just stares. We were eating dinner outside yesterday and these dogs are out there barking non-stop.... finally i lost it and yelled "SHUT UP. We have lived here for TWO YEARS Get USED TO IT" as if these dogs would understand me :) FINALLY the owner came out and was like, oh, are they bothering you? and i replied, um, yeah, if you could get your dogs under control so we could actually enjoy our dinner, that would be super.
Needless to say, I embarassed my much kinder husband and I'm probably not the most favorite neighbor, nor have I banked any good karma points, but at least we enjoyed the rest of the night in peace.
My Daisy is not a barker at neighbors. She will bark at squirrels and my husband is the only one she will come to when called. I usually have to run her down. Anywho last week I was babysitting my daughter's 2 chihuahuas and they are barkers. They really got on my nerves so I know what you guys are talking about. They wouldn't leave the French Bull Dog alone next door. Daisy and Bobber never bark at each other. I really feel Daisy was getting tired of their barking too. Oh by the way we have a privacy fence and that didn't stop the 2 dogs from barking.
Yeah, I was afraid of that happening with the privacy fence. We're working on some new come-when-called training. I'll let Beverly post about it. ;)
