Are you sure he doesn't have a UTI? I would take a specimen in just to make sure. I would also keep a squirt bottle of water handy so you can squirt him with it the instant you see him start to sniff or hike. I do agree that he is probably just trying to reassure himself and tell those girls that he is the boss of them. This is why I have girl dogs.
I second that. Knowing the problems UTIs can cause, I would definitely get his urine checked. You don't even have to take him in, just bring a sample to your vet's. It's better to be safe than sorry.
My Mom's cocker Buster did this anytime she disciplined him, left him home to go somewhere or denied him something. He'd go on whatever / wherever she was last (kitchen stove, fridge, bath door, front door, etc). Vet said it was pure defiance on his part, a sort of "so there" attitude. I know that doesn't help much but thought I'd share you're not alone.
It could have something to do with her being spayed last week. She probably smells "weird" to him like a new dog and he may be marking because of that. It's also possible that she has peed in the house after her surgery and he's reacting to that. Had he marked before she was spayed or did it just start? If he didn't do it before now, I doubt that it's a dominance issue at this point. You can also try a makeshift belly band to keep him from lifting his leg
