I feel your pain! Nigel was not a good leash walker at first and it was hard because we don't have a big enough backyard for him to get the exercise he needs. I HIGHLY recommend a puppy kindergarten/puppy class - humane society, doggone connection, broad ripple bark tutor. Absent that, we started training with treats... getting him to walk 'to' a treat and then just keep doing that... our problem was that Nigel would NOT leave our driveway and that is how we overcame it - by making it a super positive experience (with lots of praise too when she does walk). Good luck!
I forgot about that part - we definitely had Nigel wear his leash around the house first, and also get used to us holding the leash and walking with him in the house... I thought it was very helpful to make the whole "leash" thing less foreign.
we did it Randomly inside and out -- your call. (you can use clothesline too if you don't want a good leash dirty). but always, when you do it and she is non-responsive to it, praise & treat
We did randomly as well, but we also let him drag the leash around when he was going potty - otherwise, i was afraid that he'd not feel comfortable going potty on walks. i think the most important thing is what Ojo said - LOTS of praise and treats whenever she walks around with the leash or has it on and isn't bothered by it. Nigel loves his leash now because it means walks and treats but it took a bit to get there. I'm sure Honey will be the same way. Also, (and I think you were the person i recommended BRAC responsible pet partnership with) if you do the BRAC pet partnership, you can talk to them about HOney and they can give you some suggestions as well.
