What's the law?...help

I came home from this afternoon's protest feeling great only to have that mood thrown out the window by a neighbor screeching over the fence about our cats leaving dead birds all over the place. I hadn't even been home 15 minutes yet. As soon as this fool noticed I was in our backyard he starts the screeching. I said and I quote "Sir, if you'd like to talk to me you can come down here and address me civilly". I know that indoor only cats are the best kind to have. Bunny, my Mom's cat was born feral and I believe Izzy was too. Those two are almost impossible to keep inside. This neighbor says that it's Indiana law that cats have to be on a leash at all times. Is this the truth? I honestly do not know. I knew that it's law that all cats and dogs have to be current on the rabies vaccines. I guess that's neither here nor there. I am nearing witts end. Please someone advise me of what our law reads and any suggestions on how to contain our wild babies is welcome too.

I'm not sure if he has proof or not. Unfortuneatly, right as this is all happening I look over and there's Iz attacking a black bird. What I forgot to mention earlier is that he's threatening to call animal control. Sorry I'm still so wound up about this because I can't find Bunny. Thankfully all of our other inmates are present and accounted for.

I can't speak to Indiana law, but the Marion County leash law applies to ALL animals - including cats. The actual code can be found on the City's ACC website. I'm sure of this one, since I just read the code about 2 months ago. There is provision for running an "official" feral cat colony, but the rules are pretty strict and the colonies are monitored.

Can you put breakaway collars on the cats with bells?

May not work. My neighbor belled his cat, she still killed birds. Not sure how, but she still managed it!

I have read that cats can learn to keep the bells still and then get close, but that was the only think of.

Would an outdoor run just for the cats work so they could get some outdoor time, but not wander off your property? I have the exercise pen I got to keep Amy in and since Amy now sleeps in the bedroom, I'm not using it. So, you could borrow it and see if it would work. You would need a top, but I could help you put something like chicken wire on top of it. If it worked you could get two or three of the X-pens and hook them together. I think you could get a nice size one that way for about $150. If you win the lottery, they actually make cat pens that hook to the side of your house so the cats can go in and out but never be off your property.
