Question about chain laws?

Hello,I have had a question on my mind for awhile now and that is isnt there a law about keeping a dog chained up out side all day long??There is this couple who live across the street from me who keep their dog chained up ALL DAY and EVENING and I wouldnt be surprised if the poor thing was there all night!!Every time I come and go it has such a sad look on its face and my girls tell me to call someone to go over there to see if they want to surrender the dog. I have thought about saying something to them but they dont speak English.Thats how we got Casey,a lady from F.A.C.E went to the home where he was and ask if the wanted to surrender him and they did,so should I give her a call?Theres also
a house that I go past on my way to the Grocery Store that there are these two sad looking dogs outside in a muddy yard.They have dog houses,ones always in one and the other is laying on top of his.Sorry so long, Thanks for reading!

I know what you mean. These outside dogs look so sad. I need to check out that site. Mommy sits by this guy in church that has a chow. He is kept in a fenced back yard on the chain. He says the chow climbs the fence. If he took it inside once in awhile, it may not need to climb the fence.
