I work at Sleepy Hollow Pet Ranch on the southside. I don't know if it's exactly what your friend is looking for but I'll give you a little info on us. All of our runs are indoor/outdoor runs. They do stay in them the whole time during their stay but they are big runs and they can go inside and outside as they please. They have other dogs surrounding them with minimuim contact. We take our dog to TL Pets Doggy Day Care for daycare (they are downtown 717 N Capitol I think). They do boarding/doggy day care combo.
I also know that Good Dog Hotel and Daycare (255-2525) does the daycare/combo as does Puppy Playground.
We've never boarded anywhere but have been to daycare at all 3 and love them.

I own Club canine Doggie Daycare in Carmel, and I do very limited boarding for daycare dogs. Basically I just need the dog to be OK in daycare for a few visits so that we all know it's a good fit, and then after that the dog can board with me. Dogs are in daycare all day and then they go home with me to sleep (which is why I limit it to only a few dogs boarding at a time!) If you want more info. my website is www.ClubCanine.info.
Carolina goes to Lucky Dog Retreat on 71st and Binford. She plays all day, has lunch, plays some more, and then is kenneled for the night. Camp Bow Wow in Carmel has a similar situation. Both facilities are very clean and are run by really nice dog loving people. One place I am considering trying is BarkaLounge, they have no cages at all. The application process takes longer and it costs a bit more than the others, but if your mom's friend really doesn't want his dogs to be penned up at all, this might be the place for him. While I like the idea that my dog wouldn't be confined to a cage at all at Barka Lounge, I also wonder about the pack dynamic at night, when I assume all the humans go home.
I sent my Shih Tzu to Camp Bow Wow last year when we went on vacation and the whole experience was fantastic! You have to take your dog in for an interview so that they can see how well he/she interacts with other dogs. If they're accepted, they can come back as canine campers anytime. When they're boarded, the dogs are separated into play groups according to the personality. The good thing is that there is an online webcam so that you can watch them 24/7. They have play time indoors and outdoors when the weather permits, naptime,and given meals only to your specifications. At the time, my dog was on antibiotics and special food, and the staff followed the regimen perfectly. They keep a log of everything that happens with your dog. I can't say enough good things about it! You can even pay a little extra and they will bathe them before you come to pick them up! Lola was exhausted from all of the fun for like 2 days after we got back!
