If these are Lily's kittens, then this is a big problem. I'm sure you love your cats but it's very unhealthy and irresponsible for them to keep having litters. There are way too many cats needing homes. I know your mom has control but you can be a good pet owner and insist that the cats be fixed. If they are not, you will keep having kittens and adding to the pet overpopulation problem. If you do not want to get them fixed, then maybe they need to be re-homed. You have to do what is best for them and it's best and healthiest for them to be fixed and kept inside.
Taylor--I would take in all the animals that need a good home, if I could. Unfortunately that's the problem. There are more puppies and kittens that need homes than there are homes. Animal shelters and rescue organizations are facing serious problems with overpopulation. The Humane Society may not take your litter of kittens.
Try your very best to find good homes for your kittens, as the owner of four new kittens this is your responsibility. Make sure the new owners will have the kitten spayed or nuetred. Make sure the mommy cat is spayed, too. We don't want to seem harsh or unwilling to help, but many people who are on IndyPaws work very hard to rescue pets from animal shelters. By having an unwanted litter, it makes it harder on everyone trying to help homeless animals.
