I was just looking into flooring this weekend. A great tip I got from the lady at Blakely's Carpet was that before you put down a new floor put a coat of KILZ on the "raw" floor before carpeting, tiling, wood...whatever. KILZ is a base coat that locks out any odors. Max must still smell his markings from before and is over marking them to make the scent stronger.
Did you check to see if Max has a bladder infection? Around Christmas, I noticed that Petey was peeing on the floor and then I noticed he had some blood in it. Come to find out he had a bladder stone that needed to be removed via surgery. Now, he has a lot of crystals in his urine so he has to be on a special diet. I take my dogs to Michigan Road Animal Hospital. They are reasonable and the service is great.
As Petey said, I would definitely check into a UTI, Gunner went through a sage of UTIs last year, which started when he began leaking in the house. We found small spots of urine on the floor (but no blood in them). This is how many UTIs start out, and you definitely want to catch them early. If he does have a UTI and you want some advice, I think I can be of some help, so don't be afraid to ask. Good luck at the vet!
