I made arrangements in my will. Any person taking one of my animals gets a percent of my esate (Right now someone would get about $1.50 and a pet). The executor of my estate is someone who is an animal person and has agreed to ensure the animals go to appropriate homes where the money will indeed be used for their care. I had the will written in general terms so I don't name pets or say who specifically gets them. That way I don't have to keep rewriting it.
I had an attorney draw it up rather than doing a will type kit since it got kind of complicated.
I also let my friends and family know what I want to do about specific animals. For example, the horse is somewhat problematic, so I have someone specifically lined up for him. One of my co-workers and I also know that should something happen to either one of us, we can count on the other one to make sure everyone is OK animal wise.
